Well I wasn’t around to take this picture, in fact it was taken a few years before my father was born in Poland.

So what year is the photo?  I see the dome is done.

Or you could tell us the year of your father’s birth and we could figure it out.

We have enough time to figure it out because of this wonderful head start.

The title on the photo file says circa 1900, jzdro.

My father was born in 1909, I believe this photo was between 1890 and 1900.

would there be sails if they ran out of coal?

In the early days of steamships, could it not have been possible to run out of coal? The logistics were not all set up yet for those pioneers. Also, your early-generation steam engine might go on the blink and then where would you be? You would be in the middle of an ocean with a pile of cold coal!  I don’t blame those guys for taking the belt-and-suspenders approach.

Further Information: The dome was designed by Thomas U. Walter, the fourth Architect of the Capitol, and constructed between 1855 and 1866 at a cost of $1,047,291 (equivalent to $13.9 million in 2016). The dome is not stone, but cast iron carefully painted to appear to be made of the same stone as the main capitol building.

There is a photo extant of this dome half-finished during the Civil War. My regrets! I can’t find that one just now.

That, (illustrated), dome may have been the copper dome. I found two , historically significant, clips on YouTube and added them to a previous post.
